Job Description Summary

The purpose of this position is to serve the District through the management and supervision of the Office of Human Resources and Equal Opportunity/Affirmative Action to ensure College conformance with all applicable College Board and Administrative policies, procedures, and/or state and federal laws pertaining to these programs. Provides program training and assistance to College staff.

Required Job Knowledge, Skills, Abilities

Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of programs and/or processes. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Examples include knowledge of computer programming, software development, and statistical procedures, or advanced technical knowledge of a specialized field of study.

Minimum Qualifications

Bachelor’s degree in Human Resources, Public Administration, Business Administration,or other discipline with evidence of significant human resources management content.

Seven years or more of human resources management and supervisory experience to include but not limited to human resources disciplines such as recruitment and employment, position classification and compensation, employee benefits programs, staff development and training, employee relations (discipline, discharge, employee grievance), and equal opportunity/affirmative action.

Preferred Qualifications

Related education above the Bachelor’s degree level such as Master’s, Doctorate, or Juris Doctor (JD); PHR or higher level certification; knowledge of Datatel Colleague system and/or other electronic work-flow system; demonstrated proficiency in development and implementation of human resources policy and procedures; ability to develop long and short-term programmatic goals and objectives; demonstrated effective oral and written communication skills; ability to analyze data and prepare findings, reports, and/or recommendations; knowledge of state and federal laws to include but not limited to Equal Employment Opportunity, Fair Labor Standards Act, Family Medical Leave Act, Americans with Disabilities Act Amendments Act, and knowledge of information act and open records act.

Formulate and recommend Equal Opportunity and Affirmative Action and Equity (EO/AA) policies and objectives for the College to ensure conformance with legal requirements and government reporting regulations affecting student and employee programs.

In consultation and coordination with the College’s Vice President of Administration, Finance, and Student Services, investigate, advise, prepare, and recommend the College’s official findings in response to various EO/AA charges, lawsuits, and complaints; participate in mediation.

Provide leadership and direction to the Office of Human Resources; write procedures for the department; supervise recruitment and employment activities; monitor dissemination of employee benefits information, employee orientation and training activities; write proposal requests for consultants to conduct various studies; evaluate staffing requirements, hire personnel, conduct and/or review performance appraisals; review and approve travel requests and professional development activities of the unit; and advise and make recommendations on employee matters.

Review/recommend policies related to College employees and coordinate with the Dean of Student Engagement and Retention on student issues involving employees. Provide oversight of position classification, job descriptions, and employee compensation.

May review recommendations for hiring, promotion, termination, discipline of College employees and student recruitment, expulsions, suspensions, warnings, etc., to detect potential EO/AA problems and to consult with program managers to resolve such issues.
