Job Description Summary

The Executive Director of Strategic Communication and Government Relations, as a part of the general administration of the College, is directly responsible to the College President. In fulfilling the duties of office, the Executive Director shall act within the framework of College policy. The Executive Director is authorized and directed to:

Prepare, recommend, and administer the budget for areas of responsibility.

Direct the College news service and media relations staff to maximize the College’s image within the community. Monitor news reports and relevant public issues to assess their impact on the College.

As a member of the Crisis Response team, recommend policies relating to crisis management and develop and maintain appropriate communications plans and serve as College spokesperson during crisis incident.

Plan and manage production of radio, television and print media advertising projects and target appropriate audience segments to produce desired results.

Develop and coordinate institutional publications production, including design, editing, production of camera-ready printing materials as appropriate, and final approval as to format and graphics of all materials produced for distribution off campus to the public.

Coordinate with vice presidents and deans to promote projects consistent with the mission of the College.

Develop and implement College strategic marketing efforts, to include all aspects from directing and conducting market research to planning student recruitment efforts, monitoring execution, and assessing results.

Coordinate electronic and multimedia/social media projects as needed for information and promotion of College programs.

Initiate plans, policies, and programs by providing leadership and direction for College-wide or community initiatives.

Monitor use of College name, workmark, logo, official seal, and other symbols to protect College image.

Serve as liaison for the College with legislators and other governmental officials. Provide the President, Administration, and Board of Regents governmental information and responses as appropriate to maximize state funding for the College and potential legislative action that might negatively impact the College.

Cooperate with the Executive Director of Development to promote fund-raising, donor appreciation, foundation, and other advancement functions of the College in addition to those managed by College Relations.

Manage the communications functions of the College’s web site and provide leadership for branding, naming conventions, graphics, typography, and writing top tiers of web site and respond to web inquiries.

Coordinate the information and promotion aspects of College special events.

Establish and maintain contact with a variety of local and state-wide officials involved with the College; attend a variety of functions for the purpose of representing the College; and organizing College resources to meet needs. Serve as the College’s primary liaison for state legislative as well as local government and national congressional issues. Plan and execute strategic government relations initiatives, placing the College in a proactive, rather than a reactive posture.

Collaborate with President and Board to develop and proactively communicate the Board’s Legislative Agenda.

At the President’s request, assist with DMC Board relations.

Represent the College with the legislature, federal/state funding and regulatory agencies by conferring with area legislators and staff on proposed/existing legislation affecting College operations/appropriations; monitor and evaluate legislative filing, statutes, and schedules that affect College operations; analyze the impact of proposed legislation on DMC.

At the President’s request, represent the College at public and private forums and meetings.

Responsible for DMC-TV the College’s 24/7 educational access cable television channel, including programming, staffing addition of 2 full-time and 2-4 part-time employees, technical capabilities, community interface, budget and production planning and assessment.
